Directorate General of Civil Aviation

The Directorate General of Civil Aviation (DGCA) is the Indian governmental regulatory body for civil aviation under the Ministry of Civil Aviation. It is headquartered along Sri Aurobindo Marg, opposite Safdarjung Airport, in New Delhi.

DGCA is responsible for implementing, controlling, and supervising airworthiness standards, safety operations, crew training in India. DGCA also responsible and authorized to investigates aviation accidents and incidents.

DGCA (Central Examination Organisation) conducts written examination for issue of licenses to Airlines Pilots and Aircraft Maintenance Engineer. DGCA, under the provisions of Rule 134 of the Aircraft Rules, 1937 grants permission to persons to operate an air transport service to, within and from India.

The air transport services offered are the:

• Scheduled Air Transport Services (Passenger) (Civil Aviation Requirements Section 3 Series 'C' Part II)

• Non- Scheduled Air Transport Services (Passenger) (Civil Aviation Requirements Section 3 Series 'C' Part III)

• Air Transport Services (Cargo) (Civil Aviation Requirements Section 3 Series 'C' Part IV)

• Non-Scheduled Air Transport Services (Charter Operation) (Civil Aviation Requirements Section 3 Series 'C' Part V)

These permits are equivalent to the Air Operator's Certificate required to be granted by ICAO member States in accordance with the provisions of Annex 6. Permits for any other special type of operation can be granted subject to the applicant showing satisfactory capability to undertake the type of operations.
DGCA also permits use of single-engined aeroplanes for Charter operations. The Airworthiness and operational requirements for Charter Operation using single-engined aeroplanes are given in Civil Aviation Requirements Section 3 Series 'C' Part VI.

• Open Sky Policy for Cargo Flights to India AIC 18 of 1992

• Foreign Equity Participation in the Domestic Air Transport Sector - AIC 4 of 2004

• Operations of Inclusive Tourist Package Charter Flights to and from India - AIC 2 of 2004

DGCA has fourteen Regional Airworthiness Offices (RAO) at Delhi, Mumbai, Chennai, Kolkata, Bangalore, Hyderabad, Cochin, Bhopal, Lucknow, Patna, Bhubaneshwar, Kanpur, Guwahati and Patiala. It has also five Regional Air Safety offices located at Delhi, Mumbai, Chennai, Kolkata and Hyderabad. It has a Regional Research and Development Office located at Bangalore and a Gliding Centre at Pune.
